Security Expert Warns Ransom Payments Strengthen Criminal Networks in Nigeria

While paying ransoms may secure the immediate release of kidnapped victims, it ultimately strengthens criminal networks and exacerbates Nigeria’s security challenges, according to defence and security expert Dr. Steve Okwori.

In an interview with the News Agency of Nigeria (NAN) on Tuesday in Abuja, Okwori warned that ransom payments supply criminals, kidnappers, and terrorist groups with financial resources to acquire weapons, improve logistics, and recruit additional members.

“Although families may achieve short-term relief and save lives, ransom payments significantly enhance the operational capacity of criminal groups, prolonging insecurity across the country,” he said.

Okwori noted that despite laws criminalizing ransom payments, families often feel compelled to negotiate with kidnappers due to concerns for the safety of loved ones. The large sums paid over the years have reinforced the perception among criminals that individuals and communities are willing to pay for victims’ release.

On measures to curb kidnapping, Okwori urged the government to strengthen security presence in rural and semi-rural areas, where most abductions occur. He recommended establishing state police and deploying the proposed National Forest Guard to enhance coverage, particularly in remote communities.

He emphasized the role of community policing, advocating close collaboration between security agencies, residents, traditional rulers, and local stakeholders to improve intelligence gathering and rapid response. “Delayed interventions allow kidnappers to move victims to inaccessible locations,” Okwori explained.

The expert also stressed the importance of technology in security operations, highlighting the need for investments in surveillance systems, drones, and intelligence tools to track and disrupt criminal activities effectively.

Okwori concluded by calling for greater political commitment and accountability in managing security resources, noting that corruption remains a major obstacle in combating insecurity. He urged the government and security agencies to work together to address the root causes of crime and deny criminal groups the resources necessary to sustain their operations.
