Katsina Leads in Healthcare Financing, Meets Key Budget Benchmarks

Katsina State has recorded a strong performance across key healthcare financing indicators, positioning itself among Nigerian states showing a notable commitment to improved health outcomes.
According to the Nigeria Governors’ Forum Secretariat, the state has allocated at least 15 per cent of its annual budget to the health sector, surpassing the Abuja Declaration benchmark, which many states continue to struggle to meet.
The state has also provided 100 per cent cash backing for its health budget, a move expected to reduce procurement delays, strengthen supply chains and improve the timely delivery of health services.
Health finance stakeholders say the development is significant because budgetary allocation alone does not guarantee improved service delivery unless funds are released and used efficiently.
“What distinguishes Katsina is not only the level of budgetary provision, but the discipline of full cash backing,” a senior official of the Katsina State Primary Health Care Agency said. “When funds are released on time, procurement becomes faster, facilities are better supplied, and service delivery improves.”
Beyond allocation and releases, Katsina has directed spending towards primary healthcare and health information systems. This approach emphasises disease prevention, community-level care, and data-driven health planning, rather than an overemphasis on tertiary facilities.
The Executive Secretary of the Katsina State Primary Health Care Agency, Dr Shamsuddeen Yahaya, said the state’s emphasis on primary healthcare was central to improving outcomes at the grassroots.
“Primary healthcare remains the foundation of any serious effort to improve population health,” Yahaya said. “By investing at the community level, the state is strengthening prevention, maternal and child health services, immunisation and early disease detection.”
The Chairman of the KSPHCA Board, Alhaji Aliyu Kabir Maska, said the state’s performance reflected deliberate planning and political commitment to health sector reform.
“This is the result of clear priorities and sustained commitment,” Maska said. “Health financing must go beyond promises on paper. What matters is whether resources reach the facilities, workers and communities that need them.”
The Katsina State Hospital Services Management Board also noted that predictable health financing helps improve hospital planning, procurement and service continuity.
“When funding is predictable, hospitals can plan better, avoid disruptions and respond more effectively to patients’ needs,” an official of the board said. “That is critical for both primary care and referral services.”
Investment in health information systems is also expected to improve monitoring, enable better resource allocation, and support evidence-based decision-making across the state’s health sector.
“A strong health information system helps government know where the gaps are, where resources are needed and whether spending is producing results,” a health sector analyst said. “Without reliable data, health financing becomes guesswork.”
Katsina’s performance comes at a time when Nigeria continues to face major healthcare challenges, including high maternal mortality, infectious disease outbreaks, weak primary healthcare systems and fragmented service delivery.
Analysts say the state’s approach offers a practical model for other states, particularly in demonstrating that improved healthcare outcomes require not only budgetary commitments but also full releases, fiscal discipline and strategic prioritisation.
For states still struggling to meet health financing targets, Katsina’s record raises fresh questions about political will and the effective management of public resources.
As Nigeria continues its push towards Universal Health Coverage, Katsina’s performance underscores the importance of state-level leadership in building a more sustainable and responsive healthcare system.
