German Chancellor Olaf Scholz is due to arrive in Estonia on Friday to meet with the leaders of all three Baltic States.
Scholz would meet with the leaders of Estonia, Latvia and Lithuania, with the Russian invasion of Ukraine a central point of discussion.
The war in Ukraine is seen as a direct threat to Baltic security and some had responded by raising military spending.
The meeting in the Estonian capital Tallinn was also likely to focus on security and defence cooperation, ahead of the NATO summit due to be held in Vilnius in July.
On a visit to Lithuania in June last year, Scholz promised to send several thousand additional German soldiers to protect against a possible Russian attack.
