Abuja Flood: FG Blames Blocked Drainage, Waste and Poor Maintenance

The Federal Government has attributed the recent flash flooding in parts of Abuja to blocked drainage infrastructure, accumulated waste and inadequate maintenance of underground stormwater systems.

The Ministry of Environment said the flooding was not caused by heavy rainfall alone, noting that restrictions within the drainage network significantly worsened the situation.

The findings were contained in a technical assessment of the incident issued by Usman Bokani, Director of Erosion, Flood and Coastal Zone Management at the ministry.

Blocked Manholes Restricted Water Flow

According to the assessment, several manholes and drainage inlets were found clogged with silt, solid waste and other debris.

The blockages restricted the movement of stormwater and resulted in hydraulic surcharge, backflow and flooding of roads and other surface areas during periods of intense rainfall.

The ministry said the findings point to a broader problem with the management and maintenance of drainage infrastructure in Abuja City Centre.

Sewage Contamination Raises Concern

The technical team also found sewage-contaminated water at several locations during its assessment.

The ministry said the contamination could indicate cross-connections between drainage and wastewater systems, damaged infrastructure, unauthorised connections or inadequate maintenance.

Such conditions, it warned, could increase the environmental and public health risks associated with urban flooding.

FG Recommends Preventive Drainage Programme

To reduce the risk of similar incidents, the Ministry of Environment recommended a citywide preventive maintenance programme for Abuja’s drainage network.

It also called for regular inspections before the rainy season to identify and clear potential blockages before heavy rainfall occurs.

Other recommendations include creating a digital register of drainage infrastructure and flood-prone locations across the city.

The ministry further proposed joint monitoring involving relevant Federal Capital Territory (FCT) authorities and the Ministry of Environment.

Government Wants Long-Term Flood Management

The Federal Government said Abuja needs to move away from relying primarily on emergency responses after flooding occurs.

Instead, it called for proactive maintenance of drainage infrastructure to restore water-flow capacity, minimise sewage backflow and improve the city’s ability to withstand recurring flash floods.

The assessment underscores the importance of keeping drainage channels, manholes and stormwater infrastructure free of waste and regularly maintained as Abuja continues to experience rapid urban development.
