A seven-man Committee set-up by the Enugu State Government to collate and analyse the recommendations of the 12 Sectoral Ad-hoc Committee earlier set up by the state government to make findings and recommendations that would guide policy formulation and recognize the machinery of governance has submitted its final report.
Presenting the report to Governor Ifeanyi Ugwuanyi, who was represented by his deputy, Mrs Cecilia Ezeilo, in Enugu on Thursday, the chairman of the committee, Dr Vincent Onodugo, said that the government should to take the place of referee in supervision of private sectors.
The chairman said that the committee was inugurated on March 23 with the mandate to collect and synthesise the recommendations of the 12 Sectoral Ad-hoc Committee earlier constituted by the state government between June and August 2019.
He noted that the seven man committee discovered that the Ad-hoc Committee report has the following contents:
” Two recurring related recommendations that resonated across all the 12 thematic areas”.This he said includes:
” Enugu State Government should systematically shift from being sole core provider of services and utilities and rather provide enabling environment for private sector to provide these services and create employment while being supervise by the government.
” Another is that, the main services which government of neccesity must provide should be underpinned by private sectors and entrepreneurial ethos and principles for optimal service delivery, ” he said.
The committee recommended that the government should at its earliest convenience organise a working retreat that will have in attendance those that will implement the action plans proposed in the report.
” In that retreat, participants will study the plans, own it, set target, key performance indicators and monitoring framework.
” The government may form a small team of two or three persons to oversee implementation and render periodic progress report to the Governor, ” Onodugo said.
Mrs. Ezeilo thanked the committee for a job well done.
The Deputy Governor said that “The Ad-hoc Sectoral (Study) Committees were set up to make findings, and recommendations, that would ground, support, strenghten and guide policy formulation, as well as refit and recognize the machinery of governance in Enugu State, with the ultimate aim of making it more democratic, people -centred, inclusive, productive and equitable”
She said that “Each of the reports turned in by them. is a great blueprint on the development of our dear State ” Ezeilo explained that each committee reviewed several development matters within it’s area of concern and made key recommendations classified into the short-term, medium term and long term, capping everything with a summary of its key findings”
She added that the governor took a further step and inaugurated a seven-man Collation and Synthesization committee in April, 2020 with the mandate to. consolidate and simplify all the recommendations of the 12 sectoral committees and to make more readily applicable and translatable into more practical steps for public service delivery.
According to her, the committee was given operational scopes and objectives ” to collate and summarize all the recommendations of the 12 sectors Ad-hoc committees. To present the recommendations in a manner that supports ease of accessibility and promptly implementation by ministries, departments and agencies (MDAs).
To translate the recommendations into a blueprint for policy formulation and implementation
To synthesize the recommendations towards facilitating the alignment of projects and resources to the realization of government policies and directions”
Ezeilo assured the committee that ” government is determined to make full use of every item in every page of your report.
