Christoff said this on Wednesday at a three-day second regional conference, funded by Global Affairs Canada in Lagos.
The regional conference, which is all about promoting partnerships and amplifying truth to safeguard democratic institutions and processes, was first held in Monrovia, Liberia in July 2023.

The conference, which has “Countering Disinformation and Hate Speech in West Africa” as its theme, was organised by Centre for Democracy and Development West Africa (CDD West Africa) with the support of National Democratic Institute (NDI).
According to Chrstoff, the region has the worst cases of disinformation campaigns in Africa, accounting for nearly 40 per cent of documented cases.
He emphasised the importance of international cooperation in addressing the challenge, citing Canada’s role in providing funding, technical assistance, and capacity building initiatives to support African nations.
The high commissioner highlighted the need for digital literacy, leveraging Artificial Intelligence (AI), and fostering a healthy online ecosystem to protect information integrity.
He also emphasised the importance of protecting independent media and freedom of expression, and prioritising partnerships with tech companies, innovation hubs, and the private sector.
Chrstoff commended organisations like NDI and CDD West Africa for their efforts in promoting stronger and more resilient governments and societies in the region.
Earlier, Mr Francis Madugu, Deputy Country Director of NDI Nigeria, said the conference sought to address the spread of misinformation, disinformation, and hate speech, especially in light of evolving domestic and international threats and emerging technologies.
According to him, the conference will help to enhance the election information environment in the sub-region.
“The conference seeks to promote partnerships and amplify truth to safeguard democratic institutions and processes.”
He emphasised the importance of collective expertise in shaping a safer digital ecosystem, to counter disinformation and safeguard electoral integrity.
Representatives from 12 countries across West Africa and beyond are attending the conference.
